You need a handlebar bag for the camera.  There was a recent
discussion about this, if you look through the archives.  The short
version is that there are lots of handlebar bags out there and some of
them even come with camera-specific padding.  There are a couple good
reasons to do this - it makes the camera easy to get to and if you
drop the bike the handlebars will likely keep the camera from
impacting.

As for the tripod, get a rear rack and some bungee cords.
