I've toured using a rack and panniers with the tripod strapped to the top of the rack. Camera and bits went in a handlebar bag. I have a photo of the set-up somewhere. I'll see if I can dig it out tomorrow (can't do it now, I can hear a beer calling my name so I have to go out to rescue it, and make sure there aren't a few others in need of my atttention...)
