so far i have following ideas:
1) I got tripod bag for my SLIK 500 (not 700) - this will be mounted on
rear rack
2) There i plan to put two Ortlieb side bags also (maybe later)
3) I have fixed front fork, so i will get another rear rack, and mount
it reverse on front fork (2 screws)
4) Used Lowepro Magnum AW - i got good price from local photo list
member here. I will add more padding, and mount it on front rack.
Handlebar bag probably is better, but they are rather small, and starts
from USD 100. Maybe i can modify it to put on handlebar also...
I'll post some pictures, when this will be done :)

I've toured using a rack and panniers with the tripod strapped to the top of
the rack. Camera and bits went in a handlebar bag. I have a photo of the
set-up somewhere. I'll see if I can dig it out tomorrow (can't do it now, I
can hear a beer calling my name so I have to go out to rescue it, and make
sure there aren't a few others in need of my atttention...)
