I remember reading a rumor (based on fact??) that Pentax originally designed it to be a f/2.8-4 zoom but that performance was unacceptable at 2.8 at the wide end. I have this lens, and indeed, I find it weaker (but still good) wide than normal or long. Anyway, it sounds plausible.
