Paul means a USB PCI card like this:
http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&IsNodeId=1&Description=usb%20pci%20low%20profile&bop=And&Order=PRICE&PageSize=100

Note you'll need a low profile one for a Dell C521. If the one PCI
slot already has a card in it there are two PCI-e slots so you get
this instead (but more expensive):
http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&IsNodeId=1&Description=usb%20pcie%20low%20profile&bop=And&Order=PRICE&PageSize=100

You wouldn't need any tools/screwdrivers to put the card in either,
it's all plastic clips.
