I would be somewhat embarrassed to elaborate on this one.
I'm pretty sure Israelis are the world leaders in desalinization technology. They use it to provide for both human consumption and irrigation.
I'm pretty sure you're shouldn't be (pretty sure).
The source of the scarcity seems to be the population in Israel is growing faster than the necessary facilities to provide water can be built.
