The focal length is the focal length, regardless of format. And the shutter speed is the shutter speed is the shutter speed. Film vs. digital is definitely not a factor here. It's true that shake will be magnified on a larger print, but the 1/shutter speed suggestion is still generally accurate. And that "rule" is meant to apply to handholding. On a good tripod, any movement will be far below the critical threshold, even at a considerably slower shutter speed. But using shake reduction won't cause any problems. In literally thousands of long lens car pics that have to be critically sharp, I've found that on or off, shake reduction makes no difference. And I can easily achieve critical sharpness with a 250mm lens at 1/60th shutter speed -- on the tripod.
