All things being equal, shake reduction, tripod, focal length and shutter speed, shake should be equal whether you're shooting a car or a space station. Of course, you might get motion blur with a moving object, but the degree of shake should be the same. In fact, any lens shake will be magnified when shooting something that's closer to the lens. And in regard to motion blur, at the shutter speed you cite, I can't imagine that it will be a factor. In any case, I don't mean to be argumentative, just helpful.
