I think this is the rule that Ann is referring to:

"Photographs should not be overly manipulated with filters and effects
unless done in-camera and loaded to the in-camera effects category. Some
dodging and burning to reveal an image is allowed, however, it is not
acceptable to move around pixels or add or remove elements. Cropping is
allowed."

As I said, there doesn't seem to be any point in a dedicated HDR
category unless significant post manipulation is carried out.  At the
very least, blending of two exposures would seem to be necessary.  I
think the rule has to be taken with a grain of salt.
