I've long been under the impression that, at least as practiced by the Germans and Italians in the 1920s-1940s, the difference was that fascism was based on (allegedly) "what's good for the peasant folk" versus communism's (allegedly) "what's good for everyone", in both cases, as judged by "the powers that be".
