I know US-60 passes through the Very Large Array. Old Hwy 60 REALLY passes right through it, but I don't know if that's accessible now. Google Street View doesn't show any gates or keep out signs ... or more accurately, I couldn't find gates or keep out signs in Street View.
there was a visitor center south of 60, where the arms of array meet, when i went; you could walk over to a couple of the dishes nearby; also got to watch them repositioning in unison; even without admission at that location, i imagine there are lots of farther flung locations to get a broader view and try your time lapse shots
