That type of fender does one thing: it keeps muck, dirt and street crap off your rear end and your back. Keeps that stuff off your backpack as well.
So really they are somewhat useful in mild weather when you don't mind getting wet otherwise. Once it gets cold you really need something more than that to keep your lower parts dryish. A surprising amount of what gets you wet in the rain comes up from the road and full fenders are required to keep road water down where it belongs. Personally I don't bother with those "rat tail" fenders (as they're called). In the warm summer I just get wet. If it's cold enough that I need to keep as much water off me as possible I use clip-on 3/4 fenders and once they go on they stay on for the winter.
