If you look at top of the line Canon and Nikon bodies, they don't go above 1/250 without resorting to HSS tricks, so it's not really a Pentax limitation, it's the mechanics of the shutter curtain assembly. AFAIK, all focal plane shutters are made by Copal, so it's something that people would need to take up with them.
I don't see it changing any time soon, and realistically, 1/180 is half a stop from 1/250. If you need to overpower the sun at noon, there are big flashes that will do the job handily. Or, you can gang together a couple or several hotshoe flashes if you have them (Think Joe McNally, among others).
