Indeed, the FB is American company, as knowing its history, it naturally stands to reason that initially it was tailored/directed to the American judicial system, just like you said.
As for being off-topic - that's been my point all along that the real issue at hand has nothing to do with the photographic contents of the photograph that started this thread. Rather the issue lies totally elsewhere, of which we're in total agreement.
