The most fundamental reason is that it wouldn't be economically viable. Secondly there are quite difficult technical design considerations, the most prevalent of these being that size of the full frame sensor and its associated glass protection covers won't allow any lens to achieve infinity focus if it were rested on the film rails. There would also be great difficulties in interfacing the essentially mechanical shutter with the electronic digital imaging system.
