In Photoshop I'd go with an adjustment layer & use a layer mask to control which parts of the image got adjusted. I don't think Lightroom will do that, but I think there's something called an adjustment brush that allows you to apply an adjustment just to selected areas. Don't know if it will let you have more than one tone curve though.
