DeBlasio believes he has a mandate to change the way the city is run
from the way Guiliano and Bloomberg ran it.  They cleaned up the city,
but were not as sensitive to those who led alternate lifestyles as
many wished.  So, DeBlasio is taking on the horse drawn Hansom Cabs
and now the body painted topless women of Times Square.  Some wish he
would concentrate on the City's more serious problems, but these
highly symbolic and obvious issues get more attention in the press and
play to the mayor's base support.
