Both Apple and Adobe have been tightening the security of late. Doing an 
install from the Time Machine backup sometimes works but sometimes doesn't. 
It's a permissions problem. I had a problem trying to install Lightroom 6 
(perpetual) too. This is what I did to solve it: 

1- Go to Adobe and download a copy of the current perpetual license installer 
for PS CS6. You should be able to find this at 
https://helpx.adobe.com/x-productkb/policy-pricing/cs6-product-downloads.html.

2- Boot your system on an account that includes administrator privileges. (I 
always maintain an administrator account separate from my user account. If your 
'user' account you has administrator privileges, skip to step 8.) 

3- Using System Preferences, choose the accounts tool.

4- Authenticate using the lock icon.

5- Select your user account. 

6- Click "Allow user to administer this computer" so that it is checked. 

7- Restart the system and login with that account.

8- Have your Adobe Photoshop CS6 user code handy.

9- Run the Photoshop CS6 Installer and let it install Photoshop. 

10- Start PSCS6, follow the steps, and enter your user code to verify the 
license.

11- If you had to set your account to "allow user to administer this computer", 
reverse that with System Preferences and restart.

At Step 9, you might not be allowed to run Photoshop with a notice that you've 
exhausted your license installation limits. That means that you should have 
deactivated Photoshop before needing to wipe the drive and reinstall. The only 
way to solve that is to start a chat with Adobe support and have them reset 
your activation properly.
