Adobe provides a page with downloadable, perpetual license versions of LR. You could, theoretically, upgrade to an older version by obtaining a license code and using a matching major revision download. I know various people who have done that for rather odd reasons.
But in general, you're correct: buying an upgrade through the normal channels is extremely unlikely to get you anything other than the latest revision.
