Or, in PS, how about set your measurement preference to inches?  Do it in the 
"Image Size" option, makes it easy.  If the aspect ratio gives you an unwanted 
dimension, resize it to slightly larger in both directions, then crop and watch 
the new dimensions as you drag the crop handles.  Don't use or like LR, so 
can't help you there.

You can resize on conversion to jpeg, telling it the length of the long side. 
It then uses the aspect ratio to determine the size of the short side. If you 
want to target a specific size in inches then multiply longside inches by the 
ppi/dpi of the printer or other output device to get the number of pixels.
