Or, in PS, how about set your measurement preference to inches? Do it in the "Image Size" option, makes it easy. If the aspect ratio gives you an unwanted dimension, resize it to slightly larger in both directions, then crop and watch the new dimensions as you drag the crop handles. Don't use or like LR, so can't help you there.
