I multiplied both 1-3/4" and 2-1/4" by 300 (1.75*300=525 and 2.25*300=675) to
tell me how many pixels I need because I want to print at 300ppi.
The new 4"x6" image that you're going to drop it into should also be a 300ppi
image (it will be 1,200x1,800 pixels).

Crop the image the way you want it for head & shoulders & then RESIZE to
525
pixels wide by 675 pixels high - that gives you the 1-3/4" x 2-1/4" at
300ppi.
Then I'd create a new blank 4x6 300ppi image and plop the 1-3/4" x 2-1/4"
image
down in the middle of it as a layer. Flatten and save as a high res jpeg.
Print as a 4x6 and cut it out from there.
Does PSEL9 do layers?
