Mike -- I read this after I posted my plaudits for the whole gallery.. but I think I can answer the "where" - with a guess, I'm guessing Pennsylvania as the where.  Taken from a train window or at a rail station.  if not Pennsylvania, then not far from it in another north eastern state in the USA.

Scenes like this are familiar to me in person and always evoke these lines of Vachel Lindsey's

"Factory windows are always broken
Something or other is going wrong
Something is rotten, I think,  in Denmark
End of the factory workers song."
