The darwinports setup is actually fairly simple. If you've dealt with it before, you just need to install the ruby package, rb-rubygems and then 'sudo gem install rails'.

darwinports.org is where you can get darwinports.

As for IDE's, everyone differs, but I'm fond of Emacs w/ Viper (something everyone can equally hate). Considering your preferences you might like BBEdit or TextMate.
