I just re-read your message, and realized that you were talking about tthe *planning* for book review handling, not the eventual process -- my apologies. Honestly, that would be a good fit for a Wiki, but barring that, I don't see anything wrong with you just posting your ideas to a personal weblog, Backpack page, etc., and then sending the link to the mailing list for discussion. Even with events in the herder, most of the discussion has stayed on the list, which (at least in previous discussions) was always considered a Good Thing, as it made it easy to know where to go to ask questions, no matter the topic.
