Below is the response I got when I asked our local sales office via email about a used copy of Protel99SE we were planning to buy:

Good morning.  Thank you for notifying us of the pending license transfer.
Our records do indicate that this is a valid license, and has yet to be
upgraded to Protel DXP, thus would qualify for an upgrade if you were to
acquire the license.

In order for us to properly transfer ownership of this license, I will need
an authorized letter (fax is fine) from the current owner stating that they
are selling the license, as well as an indication as to whom they are
selling it.  I will be happy to facilitate this, so please contact me if you
have any questions or additional concerns.

This is quite different from the response you received. Either Altium has changed their view, or you talked with a sales representative who doesn't know the company policies. It would probably be beneficial to call again and speak with someone who has been with the company for a while.
