If you have a licensed copy of Protel 99SE you should have received a licensed copy of Camtastic 2000 as part of the deal. If you didn't receive it, I'd contact Altium sales and try to get one sent to you. I'm sure they'll try to "up-sell" you on Protel 2004 but as a licensed P99SE user you are entitled to the Camtastic add-on they gave everyone as part of the P99SE package.
