Edge-to-edge or center-to-center, it is the same to me, as long as all necessary dimensions are present to position the component outline and the pads. Regarding the automatic pad/component creation, did you have a look at PCB Libraries? That is EDA at work, and it is standard based. Any pad sizes you recommend should comply to IPC standard.
