Personally I'd find center-to-center measures between pads to be more useful 
than either. But your suggestion is a huge improvement over the status quo. 
And I also want to see both component dimensions and recommended pad 
dimensions. 
That gives me a baseline, along with enough info to intelligently modify the 
baseline for a particular design, where the goal might be eas of hand 
assembly, or smallest possible overall size, or signal integrity issues, or....

Does anybody actually use those pad edge to pad edge dimensions??
