Personally, do not grasp the meaning unless Howard is basing his calculation on
an 8-bit computer and the ASCI code.
But, who is using an 8 bit computer these days? Who is using ASCI? Nobody I
know.
Whatever the case, the statement, which is generalized, appears not to be the
physical case in the real world.
