Dear Jon,
In the case of this paper, scanning is not enough. There is no way
you could guess what the messages of the paper are just from scanning.
Such abductions can only lead you a wrong path. The actual contents have
nothing to do with the mainstream priors.
In other words, when scanning you can only project your own knowledge
into the paper. That way, you cannot learn anything new. And I think I
propose quite some new ideas. These ideas are certainly new for the
mainstream.
If you want to know what the paper contains, there is no other way but
reading it.
I agree that the news article that you sent to me was naive or an
example of an irresponsible optimism, if not a pure lie. I could also
see why someone may jump into conclusion that may paper is in the same
category.
I assert that it is not.
But you can only know if you actually read it.

That's OK, done a lot of that myself. But Peirce's theories of signs
and inquiry will require some departure from the mainstream.
Perhaps it would serve to focus on a single component that we both
agree is central, say, the capacity to form models of the environment.
I have been concerned with software applications that can assist
inquiry so I'm always asking "How would I write a program (algorithm +
data structures) for that?
