Perhaps this is the "optimism of the will" (coupled with "pessimism of
the intellect" in the old saying) component of Marx's propaganda. 
"Humanity is destined to evolve into communism.  It's communism or
death, communism or barbarism. Yes we can ! " Marx is expressing the
audacity of hope , here. That's my take on this and things like the
expression in _The Manifesto_ concerning the "inevitability" of
socialism.  Marx and Engels hold that there is a major subjective or
"idealistic" ( in the non-philosophical sense) to the movement.  People
have to have a "cando" attitude, or they won't even make the effort to
win socialism.  So, terms like "destiny" are a sort of 19th Century
"rah-rah, go socialism" expression.
