Agreed, we have to build something to do something. I'm sure a sense
of unease is spreading in the U.S. about it's power. This is not
particularly positive, but there is no reason to think the previous
failures can be reversed anytime soon. So there is an opening. And
the goal ought to be to consolidate a solid enduring position here.
