That's why I said the distinction is important for rhetorical
purposes. But what is wrong in thinking about welfare as a form of
social insurance? It is, after all, a safety net.

No one *wants* to depend on the government for survival, but it is
nice to know that in the case of a disaster there is some help. Isn't
that the very definition of insurance?
