You could say the package should have been twice as large,
but the problem remains of how to get it through Congress.

As I said then, his baroque approach was totally wrong.
He should have bailed out, not the banks, but the state and local governments. He should have demanded enough to fill all the depression-caused deficits in the budgets of every state, county, municipality, and school district in the whole country.
It would have sailed through Congress.
