Dean Baker's recent report on the US employment situation mentions an overall 
EPOP (employment-to-population ratio) of 58.2 percent. How is that ratio 
defined in US statistics? Is it (1) employment over entire population? (2) 
employment over adult population (15+)? (3) employment over working age 
population (15-65)? (4) other?
Probably not (1) - for that definition i have the figure of 47.3 percent for 
2003.
Can someone please clarify?
