Volcker is ALREADY HELPING tremendously in pushing back against the bankers, because a large segment of the capitalist class are also sick and tired of the bankers' screwups. So I have no idea what you mean by "someone who would refuse to reciprocate". He is already helping. A lot. Why not enlist him with his influential voice and credibility (emphasizing again as a tactical ally) in getting some real financial reform done?
