This is an important political issue! ;-) The whole phrase ("to chew
gum and walk at the same time") is instead a reference to a criticism
by Lyndon Johnson against Gerald Ford, alleging that the latter
couldn't do pull off that trick.
"[Gerald Ford] is so dumb he can't walk and chew gum at the same
time.... He's a nice fellow, but he spent too much time playing
football without a helmet." See http://www.imdb.com/name/nm0425696/bio
