Attempts to form a moral calculus are impossible to handle and even Kant couldn't manage it. A morality that is more complex than prohibitions on certain actions are difficult to make consistent. Morality applies to people, not the emergent institutions of society like government, state, and bureaucracy. Morality is too complex to assume that we have moral principles in our genes. It takes serious inquiry to come up with good moral principles. Moralities should be judged on how they make society better if followed. Laws are set up by society to enforce a morality.
