In your /etc/pam.d/login file, comment pam_security.so with hash sign
#%PAM-1.0
#auth       required    /lib/security/pam_securetty.so
auth       required     /lib/security/pam_pwdb.so shadow nullok
auth       required     /lib/security/pam_nologin.so
