Are you saying that you want a per-author META.yml or that you don't
want to have to say "don't send me mail" in two places in each
distribution, or both?

The idea was that there be an author-specific metadata file in the
authors CPAN directory and that tools would look there rather than in
each distribution META.yml.

For example, if a prolific author was tired of seeing PASS reports,
they could just upload a new AUTHOR.yml file to their CPAN directory
rather than have to update and re-release every distribution they
maintain.

I can see some justification for this approach.
