I believe you are right.

But couldn't someone at ActiveState change this handling so that PPM with
5xx still would work? We are having a lot of problems because of this
error, especially when trying to install modules not present on the
ActiveState repository - we now have to specify the location explicitly,
which is quite a hassle with our clients.
