Self-selection, like was done by ISOC for World IPv6 Launch, 
http://www.worldipv6launch.org/participants/?q=1, and grade the hosts by the 
quality of their TLS handshake for their entire web page.  Forward secrecy is 
something we might want to measure, for example.  An example of a grade is what
