Dear Roozbeh, Thanks for the URL to the final document of the AF-locales. Have these keyboards been implemented already, and if so, where can one get the drivers?

There are better workarounds, such as using modifier keys or digraphs, or menus within an input method (e.g., Tavultesoft's new KeymanIMX). BTW, the latter is a very elegant approach to avoid scholarly discussions about keyboard layouts!
