No, it's not. We tried very much to be vendor neutral somehow, and avoid
bias through any OS in the specifications. Apple approached Michael
Everson with a contract to develop layouts for Mac OS X 10.3, so that
got created.

We believe either the software/OS vendors or the Afghans themselves
should create the layouts or locale data for different pieces of
software.
