The two main tools are swfmill, which builds a basic SWF file from a set of resources (e.g. jpeg, png or svg files, sound files, etc.) and mtasc, which is an ActionScript compiler. However, there are various other tools for doing assorted tricks and there is also a set of plugins for Eclispe for doing Flash development.
