Don't forget that, unless things have changed in the last few months, Flash is very inaccessible. Screen readers are presented with a blank page as far as I am aware.

Of course this may not be an issue with your user base, but it is worth bearing in mind.

The two main tools are swfmill, which builds a basic SWF file from a set of resources (e.g. jpeg, png or svg files, sound files, etc.) and mtasc, which is an ActionScript compiler.
