If I were to get started on this myself (if I had the time...) I would start by taking Ed's design onto my PC and building a static website with roughly the existing content in the new design, ready to be hosted somewhere. This can be done without even running a web server. I'd simultaneously be asking people to write content for any missing pages (or rewrite content for out-of-date pages). Getting the stuff online would be a good thing for the next meeting anyway; having something to put there is the bit where the preparation will pay off.
