For one - my replies [with pine] don't have that. Secondly - even if the developers email address is there - it shouldn't matter. We are primarily concerned with users using 'reply' command from their e-mail client. And it will honor 'reply-to:petsc-maint'. If the user is explicitly manipulating headers by other means - we can't [and shouldn't] be attempting to control that.
