Uh, I see it in the documented syntax:

        OPEN <replaceable>bound_cursorvar</replaceable> <optional> ( <optional>
        <replaceable>argument_name</replaceable> := </optional>  <---
        <replaceable>argument_value
        
        FOR <replaceable>recordvar</replaceable> IN
        <replaceable>bound_cursorvar</replaceable> <optional> ( <optional>
