Yes, the notification piece is pretty much useless, because of the spammers.

I use github as a convenient place to stash public repositories (e.g. buildfarm code), and PostgreSQL Experts uses it for both public and private repos, but if people want me to get their comments they need to go to the trouble of emailing me.
